Cannot start insulation resistance testing

Insulation resistance measurement is not completed until the actual test voltage output reaches the set value.
It may takes longer than usual to reach the set test voltage depending on the device  to be tested.
For example, it takes timeiwhen testing a capacitive device according to the time constant relationship between the capacitance and resistance.
Also, it may take time when the resistance is very high due to the time constant of the measurement circuit.
